Zhengzhou New District: ‘Henan Luxembourg Center’ Project
Two weeks after the “China (Henan) – Luxembourg ‘Silk Road in the Air’ Economic Conference”, hosted by the Chamber of Commerce on the occasion of the visit of HE Mr. Wang Guosheng, Secretary of the Communist Party of Henan Province on 10th July 2018, the Chamber of Commerce welcomed this Monday 30th July another delegation from Henan Zhengzhou New District and organised a Round table to discuss and promote “Henan Luxemburg Center” Project.
The project is aimed to build a large-scale service complex integrating foreign affairs services, business and finance headquarters, China-Europe cross-border trade, China-Luxembourg culture, education and tourism center, and Zhengzhou foreign life service center. The project includes mainly business offices, commercial facilities, and international apartments and is located in the Longhu area of Zhengdong New District.
The project is located in the Longhu area of Zhengdong New District with 193 mu (Chinese surface measure, equal to 12.87 hectares) of land available for construction, a building area of approximately 388,000 square meters, and an investment budget of approximately RMB 5.4 billion. The project is scheduled to start in 2018 and be completed in 2021. The project is jointly developed and constructed by Henan Civil Aviation Development and Investment Co., Ltd. (HNCA), Henan Zhengzhou New District Construction and Investment Co., Ltd., (platform company subordiante to Zhengdong New District Management Committee) and China Merchants Property Development Co., LTD. (company subordinate to China Merchants Shekou Holdings).
Not only has the first phase of the project been successfully delisted on May 31, 2018, but the conceptual design scheme has also been completed. Once the project finished, it will provide strong support for the construction of inland opening up highland of Henan Province, the establishment of a national central city of Zhengzhou and the creation of an internationalized city of Zhengdong New District, which will become an important window for internationalized platforms as well as international exchange and cooperation, while carrying out the “going global and bringing in” Henan Province’s open strategy.
During the Round table, the head of the delegation, the Executive Deputy Director of Administrative Committee of Zhengzhou New District, Mr. Niu Ruihua, gave a comprehensive introduction of the project and invited the Luxembourg enterprises to take part of this project by setting up their offices there. He also took time answering the participants of the event their questions, such as the political supports, the financial subsidies, the advantages and services provided to the expatriates, etc.
17 businessmen and businesswomen from 15 Luxembourg companies, 6 Luxembourg officials and members of public organisations, including the representatives of the Ministry of the Foreign and European Affairs, Ministry of Sustainable Development and Infrastructure attended the Round table. The Luxembourg officials clarified certain points regarding the visa center, the direct passengers’ flight between Luxembourg Findel and Henan Zhengzhou Xinzheng airport, and insisted that both Luxembourg and Chinese tourism sectors shall benefit mutually form the project.
Mr. Jeannot Erpelding, Director of International Affairs, hosted the round table and confirmed the Chamber of Commerce would provide its support to this project and would ensure that its members have the access to further information on the project; furthermore, he announced at his conclusion remark that the Chamber of Commerce would organise a trade mission to Zhengzhou in 2019 and expected to visit the project, ‘Henan Luxembourg Center’.
Two promotional movies have been broadcasted during the round table, before the participants continuing their exchanges at a networking lunch buffet.
